They are horizontal drop outs but have attachments for a derailleur hanger or can be used as a chain tensioner.

size is 14" from center of bottom bracket to top of seat tube. Not sure i really want to trade, depends I guess on what you have in mind.

I see one other on here that was going for $170 and if you look at the pics it is dented and scratched. This frame is in great condition, no scratches or dents and very clean.
